Apart from being informal a treaty can be formalized obligating an ally to help the fellow member. In an attempt to maintain the balance of power and a system comprising of medium-size countries no state is able to maintain a lasting hegemony.

Alliances have taken shape in other eras and continents with their associations emerging from the Westphalia states system and other European balance of power.
